A stupid cop goes undercover with some stupid gangsters, quickly rising to be the right hand man of the big boss, whom he discovers is not such a bad sort after all.
Mokpo, Gangster's Paradise (aka Mokpo, The Harbour) is a stupid and juvenile gangster comedy - which may be just your cup of tea, but it seems very poorly scripted and directed when compared to the wealth of smarter juvenile gangster comedies. There are some good parts, however, which are just about sufficient to make it worth watching.
Once.
